Summaries: Committee Meetings March 4 – 7, 2019

OF NOTE: HEALTH McLean County Code proposal to update terminology according to latest FDA guidelines; Expanding focus of food safety to all food establishments (restaurants, grocery stores, mobile vendors, vending machines, food pantries, caterers, and delivery services). TRANSPORTATION Requests approvals of Assistance Grants from IL DOT and Downstate Operation Assistance Program to fund SHOWBUS and approval of contract with SHOWBUS to provide transport to medical appointment for rural residents without transportation. JUSTICE CLOSED SESSION to discuss salary request for a potential hire with the Children’s Advocacy Center. ZBA Requests for special use permit for Millennium Futbol Club to have an Outdoor Recreation & Entertainment facility on agricultural land in Dale Township; and to allow Prairie Central Cooperative to unload & reload wind turbine components.

MONDAY- 3/4

4:30 pm HEALTH Departmental matters: Camille Rodriguez, director of Health Department, will request 2 ordinances to adjust budget for moving $28,652 from Salary fund to Health Insurance fund, and to adjust budget to move $3,049 from Advertising budget to Seasonal & Fulltime employment budget; and request amendment to McLean County Code regarding 7 changes to chapters 205 (Fees) and 216 (Food Service). The changes remove the Retail Food Store classification and places the Class E operations into a Food Establishment category; change description of supervising body from “Board of Health” to “Health Department;” Terminology updates according to latest FDA guidelines; Expanding focus of food safety to all food establishments (restaurants, grocery stores, mobile vendors, vending machines, food pantries, caterers, and delivery services); Removes obsolete category of Retail Food Store in Article II (see above); Article III in reference to Bed & Breakfast establishments have been amended to update terminology; and Article V is similarly updated in regards to Temporary Food Establishments. She will also present General Report. Cindy Wegner, director of the County Nursing Home, will present General Report. Michelle Welch and Jason Tabb will present Healthcare Reports from Adult & Juvenile detention centers. Bill Wasson, the County Administrator, will report on Recent Employment Activities, and General Report.

TUESDAY- 3/5

8:00 am TRANSPORTATION Departmental Action Items: Requests approvals of Assistance Grants from IL DOT and Downstate Operation Assistance Program; SHOWBUS contract to provide transport to medical appointment for rural residents without transportation; Lease agreement for SHOWBUS vehicles; Resolution for Construction Letting- 2 Projects given to Rowe Construction for sections of Stringtown Road and Covell Road; Requests for Motor Fuel Tax resolution to create preliminary design for a section of Gillum Road and repair of Old Colonial Road; Approval of Resolution in Anticipation of Township Bridge Project for Maitland Bridge; Approval of Engineering Agreement with Farnsworth for the Corpe Bridge Repair; and Approval of Bridge Fund Project to fund the Corpe Bridge Repair (Lawndale Township). Information: Will review employment report, and Storm Water Education 4th Quarter Report. Adjournment.

4:30 pm JUSTICE Departmental matters: Jon Sandage (Sheriff), Kathy Yoder (Coroner), Don Knapp (State’s Attorney), Cassy Taylor (Director of Court Services), Don Everhart (Circuit Clerk), Carla Barnes (Public Defender), & Molly Evans (director of Children’s Advocacy Center) will present statistics and General Report. Cassy Taylor (Director of Court Services) will request budget adjustment for extension (additional funds) from a SAMHSA grant to be used this year; Approval of agreement with Chestnut Health to provide Substance Abuse/Mental Health services for problem solving court program; Approval of 2 agreements with Center for Youth and Families for Moral Reconation Therapy and treatment for juvenile offenders; and approval of agreement with Center for Human Services for Care management services for the problem solving court. Don Everhart (Circuit Clerk) will request renewal of grant to assist with costs incurred from filed Title IV-D child support orders. Molly Evans (director of Children’s Advocacy Center) will request approval of hire with a salary higher than specified in the code. If necessary, will become a CLOSED SESSION to discuss salary request. Bill Wasson (County Administrator) will request budget adjustment for increased Coroner expenses & shifting budget for the Sheriff from contract services and equipment to meet increased expenses; and give report on Employment Activities and General Report.

7:00 pm ZONING BOARD OF APPEALS Three cases presented. First case requests re-zoning agricultural land to Single Family Residence in Hudson Township. Second case requests special use permit for Millennium Futbol Club to have an Outdoor Recreation & Entertainment facility on agricultural land in Dale Township. Third case requests special use permit to allow Prairie Central Cooperative to unload & reload wind turbine components from rail cars to trucks on agricultural district in Chenoa Township.

WEDNESDAY- 3/6

4:30 pm FINANCE Becky McNeill (Treasurer) will present County Treasurer’s Monthly Financial Report and general report. Marshell Thomson (Director of Animal Control) will request budget adjustment for …, and present Monthly & General Reports. Michelle Anderson (Auditor) will request approval for 2018/2019 Purchase order budget ordinances, and will present information on Tax Sale Automation Fund, Court Document Storage Fund, Children’s Waiting Room fund, Electronic Citation fund and Court Automation fund, and present General Report. Kathy Micheal (County Clerk) will present Monthly and General Report. Bill Wasson, the County Administrator, will request approval of critical hiring (Health Dept: Forensic Staff Sanitary Position), approval of budget adjustment to add $5,568 to the Election Expenses for Services from the General Fund, and General Report.

THURSDAY- 3/7

3:30 pm LAND USE Action Items: Request approval of waiver for a 2-lot subdivision in Bloomington Township. Information: Bill Wasson (County Administrator) will update committee regarding positions filled and General Report.

4:45 pm PROPERTY Cancelled with Chairman and Vice-Chairman out of town. If an issue arises that requires attention prior to a stand-up meeting, this committee will convene the week of March 11-15.
