Summaries: Committee Meetings April 1 – 4, 2019

All meetings are at the Government Center, 4th Floor.

OF NOTE: HEALTH McLean County Nursing Home Blue Ribbon panel updates: have admitted 19 referrals from OSF since July; Agreement with Advocate is in place and referrals will begin when staff/credentials are set; need to increase effective marketing; they have admitted 11 patients from the Leroy Nursing Home and are working on an outpatient therapy wing to increase income. TRANSPORTATION Requests approvals of agreements and resolutions regarding extension of Route 66 Bike Trail From Shirley to Funk’s Grove. LAND USE Notice of Regional Planning Commission Community Information Forum from 7-9am on April 10th at Chateau Hotel & Conference center.

MONDAY- 4/1

4:30 pm HEALTH Departmental matters: Cindy Wegner, director of the County Nursing Home, will request approval of Laboratory Agreement with American Health Associates for clinical lab work, and will present General Report. Michelle Welch and Jason Tabb will present Healthcare Reports from Adult & Juvenile detention centers. Camille Rodriguez, director of Health Department, will present General Report. Bill Wasson, the County Administrator, will report on Nursing Home Blue Ribbon Panel Update, Recent Employment Activities, and General Report.

 

TUESDAY- 4/2

8:00 am TRANSPORTATION Departmental Action Items: Requests approvals of Resolutions for Equipment (Road Sweeper), Project, Materials (Oil & Chip road work), & Construction Letting (Jefferson St resurfacing/sidewalks in Towanda); Requests for Engineering Service Agreement for Park Culvert Replacement; Approval of Local Public Agency Agreement, Appropriation Resolution for Local Match (20% locally funded) and Intergovernmental Agreement with IDOT for Route 66 Bike Trail extension from Shirley to Funk’s Grove; and Approval of Bridge Construction Petition for Joint Culvert Replacement #1. Information: Will review employment report, and Storm Water Education 4th Quarter Report. Adjournment.

4:30 pm JUSTICE Departmental matters: Kathy Yoder (Coroner), Don Knapp (State’s Attorney), Cassy Taylor (Director of Court Services), Don Everhart (Circuit Clerk), Carla Barnes (Public Defender), Molly Evans (director of Children’s Advocacy Center), and Jon Sandage (Sheriff) will present statistics and General Report. Cassy Taylor (Director of Court Services) will request approval of contract to assess performance and outcome evaluations of the Veteran’s Court. Don Everhart (Circuit Clerk) will request approval of update to automated reporting system of court dispositions for traffic & criminal cases; and for approval of ordinance establishing fees and assessments to be charge by Circuit Clerk’s office in line with fees throughout the state. Bill Wasson (County Administrator) will give report on Employment Activities and General Report.

7:00 pm ZONING BOARD OF APPEALS Four cases presented. First case requests special use permit for Randolph Cooperative Grain Co to expand Grain Elevator facility in Heyworth, IL. Second case requests special use permit for to expand a Grain Elevator facility and waive 50 ft property line buffer requirement, reducing it to 4.7 feet in McLean, IL. Third case requests special use permit to allow an Agricultural Tourism Facility in Shirley, IL. Fourth case requests a special use permit to expand an Agricultural Tourism Facility in Downs, IL.

 

WEDNESDAY- 4/3

4:30 pm FINANCE Marshell Thomson (Director of Animal Control) will request approval of Agreement with Town of Normal & Town of Normal Contract for Animal Control Warden Services; and present Monthly & General Reports. Kathy Micheal (County Clerk) will present Monthly and General Report.Becky McNeill (Treasurer) will request approval of Deed of Conveyance for unpaid taxes, present County Treasurer’s Monthly Financial Report and general report. Bill Wasson, the County Administrator, will request approval of critical hiring (State’s Attorney’s Office: Deferred prosecution program administrator), approval of budget adjustment to add $5,568 to the Election Expenses for Services from the General Fund, and General Report.

 

THURSDAY- 4/4

3:30 pm LAND USE Information: Update on Weston residential well project; Notice of Regional Planning Commission Community Information Forum from 7-9am on April 10th at Chateau Hotel & Conference center; and Bill Wasson (County Administrator) will update committee regarding positions filled and General Report.

 

4:45 pm PROPERTY Action: Request approval of a 2-year Tractor lease agreement. Information: General Report. Bill Wasson, the County Administrator, will request approval of budget adjustment for signs in the Law & Justice expansion at a price of $7,156, and General Report.
