HEALTH The Health Department taught it’s 200th Mental Health First Aid course and reached its 2,000th participant, and I have heard from constituents attesting to the wonderful resource this is for our community. Request approval of amendment of Nursing Home budget to return $244,195 in overpayment for services to Medicare/Medicaid, and amendment to Genoa Healthcare agreement to cover Telepsychiatry services for inmates. FINANCE Requests to approve higher salary for new Deputy Clerk hire, for currently employed Lieutenants (4) in Sheriff’s Department, and adjustments to co-pays for County Employees when the employee’s spouse has employer-sponsored healthcare available but chooses County coverage, and for tobacco users (both commiserate with increased claims and expenses to the county). 8:00 am TRANSPORTATION Departmental Action Items: Requests approvals of 2 Motor Fuel Tax Resolutions for resurfacing: Ron Smith Memorial Highway and Pipeline Road- PJ Keller Highway. Information: Nicor Gas will present Compressor Replacement Project at their Hudson Facility; Jerry Stokes (County Engineer) will present summaries of ongoing projects: Covell Road, Stringtown Road, Jefferson St (Towanda), Old Colonial Road, Money Creek II Bridge, and Gillum Road; Committee Members will load up on the County Nursing home bus for Field Trip to visit sites of ongoing construction. 4:30 pm JUSTICE Departmental matters: Molly Evans (director of Children’s Advocacy Center), Jon Sandage (Sheriff), Kathy Yoder (Coroner), Don Knapp (State’s Attorney), Mike Donovan (Interim Director of Court Services), Don Everhart (Circuit Clerk), and Carla Barnes (Public Defender) will present statistics and General Report. In addition, Children’s Advocacy Center will request approval of 2 grants from the Violent Crime Victims Assistance Program (1 to cover a portion of the CASA Case Manager’s Salary & 1 to cover a portion of the Forensic Investigators salary for CAC); Resolution to Amend Funded Full time Equivalent Position resolution to hire a new Case Manager for one quarter of the fiscal year remaining, Emergency Ordinance to amend Budget to reflect the CASA grant received for $21,996 from Victims of Crime Act. State’s Attorney will request approval of grant from the Violent Crime Victims Assistance Program for $32,120 towards staff salaries and benefits. Public Defender will requests approval of 2 contracts for special public defenders (Michael Doubet and Stephanie Wisner) to provide services in cases where current staff cannot defend due to a conflict of interests at a cost of $3,317 per contract. She will also present Monthly and General Reports. Michelle Welch and Jason Tabb will present Healthcare Reports from Adult & Juvenile detention centers and request approval of amendment to the Telepsychiatry Agreement with Genoa Healthcare to expand current services to include the inmate coverage as well as FUSE program following a termination of contract by Correctional Healthcare Companies, LLC. Camille Rodriguez, the County Administrator, will report on Recent Employment Activities, and General Report.
4:30 pm FINANCE Michelle Anderson (County Auditor), Kathy Michael (County Clerk), Marshell Thomson (Director of Animal Control), and Becky McNeill (Treasurer) will present for information the Quarterly and General Report. In addition, Kathy Michael (County Clerk) will request approval to offer a salary above starting maximum salary to replace a retiring Deputy Clerk (potential CLOSED SESSION). Becky McNeill (Treasurer) will request approval of resolutions to execute Deeds of Conveyance on 4 parcels with unpaid taxes; to execute assignment of tax sale certificate of purchase for 2 mobile homes; and to cancel tax sale certificates for 1 mobile home. Camille Rodriguez (County Administrator) will request approval of critical hiring (Assistant Public Defender, Veteran’s Court Coordinator, and Assistant Planner in Regional Planning), of proposed Insurance Program for Policy Year 2020 (to maintain current coverage with BCBS with 2 proposals to increase monthly premiums for spouses who have access to their own employer sponsored coverage but remain as a rider and for tobacco users; and will offer group buy discount to employees that to cover identity theft), and potential CLOSED SESSION to discuss Equity Adjustment for Sheriff’s Department Lieutenants and pay disparity with supervisees. Proposal is to increase base pay salary to $100,000 (from current $84,006) for 4 Lieutenants during the remaining 2019 fiscal year; and request to include continued attention to avoiding disparity in future budget cycles. She will also report on recent employment, and provide General Report.
