Summary: Full County Board Meeting- November 19, 2019

OF NOTE:

STANDUP MEETING- FINANCE: CLOSED SESSION to deliberate on matter with employee/representative or salary of employees; OPEN to Approve Collective Bargaining agreement with Fraternal Order of Police (To Be Distributed), Approve moving 2020 approved election expenses to 2019 to begin purchasing now in preparation for Primary; Permanent polling place changes for Bloomington Township and Martin Township locations. EXECUTIVE: Approve moving 2020 approved Sheriff vehicle expenses to 2019 to begin purchasing now; and proposed Tax Levy Ordinance (as noted in last week’s summary and detailed below).

REGULAR MEETING- Consent agenda TRANSPORTATION: Approval of 2020 Motor Fuel Tax Maintenance Resolution and estimate of County Maintenance from Highway department ($2,374,120); Standing Committees- EXECUTIVE: Approval of Fiscal Year 2020 Budget (pgs. 93-118 are a 26 page summary of all departments operated within County Government totaling $104,791,076); BN Airport Authority Minutes (will refinance the 2009 PFC Bonds to lower rate from 4.75-5% down to 1.4-2.25%, which will save taxpayers approximately $1.5M over the course of repayment); and BN Water Reclamation District (IGA with City of Bloomington to repair the Eastside Interceptor that was damaged by high levels of hydrogen sulfides that came from CoB sewer; the proposed Tax Levy will increase 4.6% and additional funds will go directly to debt service and capital project funds).

County Board meeting will be held this Tuesday at 4:45 pm in the Government Center, 4th Floor. Following Roll Call, Approval of Minutes, there will be time for Appearance by Members of the Public.

Stand Up Meetings: Tues, 11/19 at 4:45 pm The following committees will discuss-

4:45 pm FINANCE: CLOSED SESSION to deliberate on matter with employee/representative or salary of employees; OPEN to Approve Collective Bargaining agreement with Fraternal Order of Police Labor Council (To be Distributed); Critical Hire Requests (MDS Coordinator at Nursing home); Class C Raffle license (for American Legion Dept of IL); Budget adjustment for Legislation & Policy, and County Clerk Elections (to move $282,209 approved expenditures to 2019 so purchasing can begin now and reduce 2020 budget); Program Elections budget; FICA Social Security budget (Reduced Proposed budget by $29,561); IMRF (IL Municipal Retirement Fund- reduced proposed budget by $24,487); Tort Judgment Risk Fund Management budget (Increased proposed budget by $81,015 to add 1 Full Time Employee as HR manager- discrepancy with Health Committee budget adjustment will be addressed during standup by Mr Schmitt); and Permanent polling place changes for 2 locations (Consolidate Bloomington Township 01 & 02 to the Bloomington Township Fire Station, and move Martin Township location from Colfax Town Hall to Colfax Village Board Room

5:15 pm HEALTH Approval of Tort Judgment Risk Fund Management budget adjustment to increase allotment from property taxes by $83,544 (discrepancy with Finance Committee budget will be addressed during standup by Mr Schmitt).

5:20 pm EXECUTIVE: Approval of County Board Fleet budget (to move $ 147,000 approved expenditures to 2019 for Sheriff’s vehicles, so purchasing can begin now and reduce 2020 budget); County Board budget (due to adjustments in departments, this budget requires $429,766 less than previously assessed for 2020); Tax Levy Ordinance for McLean County (See Below); Department Budgets under: Executive Committee, Finance Committee and Health Committee.

Tax Levy Ordinance which does not include the pension levy, will collect $36.3M for 2020, with $0.7485 tax levy per $100 of assessed value broken down into following funds:

  • General ($0.25)
  • Persons/Developmental Disabilities ($0.10)
  • County Hwy ($0.075)
  • Bridge Matching ($0.05)
  • County Matching ($0.0375)
  • Health Department ($0.15)
  • Children’s Advocacy ($0.004)
  • Historical Museum ($0.002)
  • Veteran’s Assistance ($0.03)
  • Cooperative Extension ($0.05)

->Approval of October Minutes

->County Hwy Dept: Approval of 2020 Motor Fuel Tax Maintenance Resolution and estimate of County Maintenance costs ($2,374,120); and Service Contract with Crane Tech LLC to provide certification training for sign truck employees ($11,572)

->Building & Zoning: Approval of special use permit for Case SU-19-12 from Patricia Braid to allow for a cemetery with cremation in the Agricultural district in Funks Grove Township, McLean, IL.

->Transfer Ordinances 2019 (requires 2/3 majority vote).

->Executive: Approval of 2nd amendment to FUSE program agreement with Chestnut to adjust pay scale for Substance Use Disorder Specialist and Certified Recovery Support Specialist ($41,995).

->Health: Amendment to Agreement with Symbria Rehab, Inc for to adopt the new payment rule where Symbria will receive 39% of per diem rate for services; Amendment to Agreement with Medline Post-Acute Corporate Sales Supply/Program to reduce the cost of wound dressings and provide additional staff training; Merchant Agreement between Nursing Home, Worldpay LLC, & GovPayNet to provide credit card payment system and Nursing Home 2020 Private Pay Rate (proposing a 3% over the current rates).

->Justice: Approval contract with Ruth Chin for Chaplin Services.

->Property: Approval of a proposal for architectural/engineering agreement with Farnsworth Group for the Nursing Home to assess Smoke Barrier wall, review sprinkler system in unconditioned areas, and re-structure power lines to separate into two boxes according to safety guidelines ($55,100).

->Finance: Approve contract with vendor, GBS, to provide poll books; 2 permanent changes to polling locations (Consolidate Bloomington Township 01 and 02 polling locations to the Bloomington Township Fire Station, and move Martin Township location from Colfax Town Hall to Colfax Village Board Room); and Equity Adjustment for pay of Chief Deputy, Jail Superintendent, and Assistant Jail Superintendent.
