Summaries: Committee Meetings July 6-7, 2020

All meetings are online and can be watched on Facebook and YouTube (see links below) but slated to return to in-person beginning in August with social distancing in place according to Phase 4 gathering guidelines.

OF NOTE: HEALTH Health Department Admin will present the Work Plan for COVID-19 Contact Tracing with plans to hire Epidemiologist, Project Director, Contact Tracer Supervisor and 10-15 part time Contact Tracers; Address vulnerable populations with increase in outreach; Provide interpreter and Translation services to enhance contact tracing efforts; Ensure vulnerable populations have access to face coverings and education; and Provide resource coordination to ensure Memorandum of Understanding set with facilities to house first responders and vulnerable populations; Expand testing sites as needed; and Coordinate for mobile COVID testing sites. County Nursing Home will request approval of 3 staffing contracts to expand the pool of available workers for hard to fill shift work, contract workers will be requested only as a last resort to reduce staffing costs; to date there have been 0 COVID cases at the nursing home and recent audit report showed no major concerns and 2 recommendations for improvement. JUSTICE Sheriff will request approval of IGA with BN Airport Authority to hire 2 FT Deputies to provide general security for CIRA and BNAA will cover salary, benefits and related personnel costs

MONDAY- 7/6

4:30 pm HEALTH Departmental matters: Jessica McKnight (Health Department Administrator) will present Monthly and General Report; including the Work Plan for COVID-19 Contact Tracing with plans to hire Epidemiologist, Project Director, Contact Tracer Supervisor and 10-15 part time Contact Tracers; Address vulnerable populations with increase in outreach; Provide interpreter and Translation services to enhance contact tracing efforts; Ensure vulnerable populations have access to face coverings and education; and Provide resource coordination to ensure Memorandum of Understanding set with facilities to house first responders and vulnerable populations; Expand testing sites as needed; and Coordinate for mobile COVID testing sites. She also lists the Contact/Grant Application list beginning this month and new ones partially to fund our response to the crisis. Cassy Taylor (for the County Nursing Home) will request approval of Agreement with Medline Industries for medical supplies; of Master Staffing Agreement with GrapeTree Medical Staffing; Staffing agreement with Nursing PRN (To Be Distributed); Staffing Agreement with All American Healthcare (TBD); and present Monthly and General Reports (including information on restructuring happening with new Administrator Terri Edens; to date there have been 0 COVID cases at the nursing home and recent audit report showed no major concerns and 2 recommendations for improvement). Michelle Welch and Jason Tabb will present Healthcare Reports from Adult & Juvenile detention centers. Camille Rodriguez, the County Administrator, will report on Recent Employment Activities (Nursing Home: Administrator and Asst Director of Nursing) and General Report. COMMENTS MUST BE RECEIVED BY 4:30pm FRIDAY, JULY 3RD.

TUESDAY- 7/7

8:00 am TRANSPORTATION Departmental Action Items: Requests approvals of Motor Fuel Tax  ($100k) and Matching Fuel Tax ($750k) Resolutions for resurfacing Linden Street from Northtown Road to Franklin St in Hudson with $1.5M coming from Rural STR Funds and Highway Safety Improvement Program funds; Motor Fuel Tax Resolution: Meadows Road ($500k); Jurisdictional Transfer of Seminary Street in Downs (Transfer Agreement, Transfer Resolution, Intergovernmental Agreement with Village of Downs in which Downs will be responsible for maintenance and repair work from now on, and the county will provide a one-time payment of $600k toward said maintenance upon transfer); Ordinance and Resolution of Altered Speed Zone at White Oak Township on 825 East Road to reduce the speed limit to 45 MPH; and Road use agreement with Moraine Solar, LLC to outline usage restrictions and Moraine Solar assumes costs of repairs due to hauling or construction of solar farm. Information: Jerry Stokes (County Engineer) will report on Gridley Road, Colfax-Weston Road, Ron Smith Memorial Hwy, Park Culvert on Pipeline Road, and Division St in Chenoa Summaries; One hire for Truck Driver/Laborer within the last month, and Equipment Update. Adjournment. COMMENTS MUST BE RECEIVED BY 4:30pm Monday, JULY 6th.

4:30 pm JUSTICE Departmental matters: Kathy Yoder (Coroner), Don Knapp (State’s Attorney), Mike Donovan (Director of Court Services), Don Everhart (Circuit Clerk), Carla Barnes (Public Defender), Molly Evans (director of Children’s Advocacy Center), and Jon Sandage (Sheriff) will present statistics and General Report. In addition, Circuit Clerk will request approval of statement of work/order form with Caliber Public Safety to enhance the EJS system ($5,130 for E-File Interface Enhancements to be paid from the Court Automation fund); CAC will request Agreement with Sharon Klingman to provide counseling for children and non-offending caregivers and Budget adjustment for IL Prairie Community Funds to purchase training materials and COVID related items/care packages for children with a CASA Volunteer; and Sheriff will request approval of IGA with BN Airport Authority to hire 2 FT Deputies to provide general security for CIRA and BNAA will cover salary, benefits and related personnel costs. Camille Rodriguez (County Administrator) will present for Information: Approve Critical Hire Request for State’s Attorney V- Civil Division, Circuit Court Pretrial Coordinator, Circuit Court Detention Officer; Recent Employment Activities (Deputy Coroner, Jury Bailiff, Asst Program Clerk, Veteran’s Treatment Court Coordinator) and General Report.
