Summaries: Committee Meetings Oct 5-7, 2020

Meetings will be held at 115 E Washington Street, Rooms 400 and 404, AND VIA REMOTE ATTENDANCE which can be streamed on YouTube. The south/Front Street doors of the McLean County Government Center will be open 30 minutes prior to the meeting to allow the general public access to Room 400. Immediately following adjournment of the meeting, the general public will be asked to leave and the building will be closed.

If you wish to submit a public comment for a committee meetings, you must notify the County Administrator, Ms Camille Rodriguez (admin@mcleancountyil.gov), 24 hours in advance of the meeting with your name and topic you wish to speak on. OF NOTE: HEALTH Health Dept budget amendment for Overtime Pay for staff who have been working extra hours, Monthly report (to date: 25 Contact Tracers hired; Job offer given to Epidemiologist; interviewing to hire 10 additional Contact Tracers; ISU Graduate Student brought in to assist with media/promotion for fall/winter safety, flu shots, mass vaccinations; housed 6 people in Alternative Housing; Extended rural testing); Nursing Home budget amendments for Electrical/Sprinkler Systems upgrade and 2 Kitchen Carts to deliver food to residents, 0 COVID cases; Budget New Contract Dentist will be working more hours to increase dental services; TRANSPORTATION 2021 Budget (9 Resurfacing/Recycling projects, 1 Bridge replacement, replacement of 2 Tandem Trucks, Sign Truck and other frequently used equipment), Storm Water Education Report (normally found in Land Use Committee); PUBLIC BUILDING COMMISSION Discuss improvements to Old Courthouse, Approve Capital Improvement Agreement for Old Courthouse; Report of County Admin: Discussion of future PBC projects, Status report on PBC-Owned facilities JUSTICE Agreement with Center for Youth and Family Services for Comprehensive Assessment Team for intensive Mental Health services for Youth, Approval of 2021 budgets for Public Defender, Children’s Advocacy Center, Circuit Clerk, and Court Services departments. Special Justice Committee meeting for remaining budgets will be on Mon, Oct 19th at 4:30pm. FINANCE Approval of special grants for Election expenses in COVID, and discussion of McLean County Loan Program.

MONDAY- 10/5

4:30 pm HEALTH Departmental matters: Jessica McKnight (Health Department) will request budget amendment for Overtime Pay for staff who have been working extra hours ($84,802 to cover overtime for contact tracing, responding to complaints, providing alternate housing, preparing for mass vaccination, and case investigation), resolution amending FTE for 1 Communicable Disease Coordinator position to work with higher education institutions and provide timely guidance/recommendations to community leaders, budget amendment to cover additional FTE salary/benefits, and present Monthly report (25 Contact Tracers hired; Job offer given to Epidemiologist; interviewing to hire 10 additional Contact Tracers; ISU Graduate Student brought in to assist with media/promotion for fall/winter safety, flu shots, mass vaccinations; housed 6 people in Alternative Housing; Extended rural testing). Michelle Welch and Jason Tabb will present Healthcare Reports from Adult & Juvenile detention centers (14 COVID tests). Terri Edens (County Nursing Home) will request 2 budget amendments for Electrical/Sprinkler Systems upgrade to meet IDPH guidelines ($400K) and 2 Kitchen Carts to deliver food to residents in their rooms ($4,400), as well as Monthly Report (Able to eliminate 3 open positions with reorganization of job duties, changes in food production to increase home-made to improve quality and reduce costs, focus on hiring more FTE staff and reduce agency staff costs, 0 COVID cases). Camille Rodriguez, the County Administrator, will Critical Hire Request for Health Promotion Specialist, Communicable Disease Supervisor, Staff Sanitarian, Office Support Specialist; Present recommended Health Committee 2021 Budgets for grants to cover Dental Sealant, WIC, Preventative Health Program, Family Case Management, Fed Financial Participation Program, Persons/Developmental Disabilities, for Health Department Fund (Mental Health, Environmental Health, Personal Health, Admin Support, Immunization Program, Health Promotion, Problem Solving Court, Community Outreach, and TB Care & Treatment); report on Recent Employment (NURSING HOME- RN and Activity Assistant), and General Report. There will be a Special Budget Meeting on Oct 21 at 430pm.

TUESDAY- 10/6

8:00 am TRANSPORTATION Departmental Action Items: Requests approvals of Bridge Construction Petition for Joint Culvert on Cheney’s Grove Road District ($9,300); Approval of Highway Department 2021 Budget (9 Resurfacing/Recycling projects, 1 Bridge replacement, replacement of 2 Tandem Trucks, Sign Truck and other frequently used equipment) and Capital Improvement Plan; Information: Jerry Stokes (County Engineer) will report on Chenoa-Division St project; Ron Smith Memorial Hwy, Park Culvert on Pipeline Road, and Towanda East Road; as well as review the Storm Water Education Report from EAC. Adjournment.

2:30 pm PUBLIC BUILDING COMMISSION Approve minutes/treasurer’s report and payment of bills, Discuss improvements to Old Courthouse, Approve Capital Improvement Agreement for Old Courthouse; Report of County Admin: Discussion of future PBC projects, Status report on PBC-Owned facilities; Discussion/Vote to approve Invoices from Farnsworth Group, Reimbursement to McLean County for FF&E Expenditures. Adjourn PBC Reorganization Meeting Re-elect current Chairman, Vice Chair, Secretary, Asst Secretary and Asst Treasurer; Retain Insurance Coverages for coming year; Re-select Banks as depositories of funds; Legal Counsel’s report on Compliance; Post Issuance Compliance for 2015 PBC Revenue Bond, and Vote to retain Legal Counsel, Treasurer and Auditor for FY2021.

4:30 pm JUSTICE Departmental matters: Kathy Yoder (Coroner) Monthly Report; Jon Sandage (Sheriff) Interlocal Agreement between CoB, ToN and MC on the Byrne Justice Assistance Grant and Monthly Report; Don Knapp (State’s Attorney) Caseload and Forfeiture Fund Report, Mike Donovan (Director of Court Services) Agreement with Center for Youth and Family Services for Comprehensive Assessment Team and Monthly Statistics, Molly Evans (director of Children’s Advocacy Center) Grant agreement between CAC of IL and McLean County, Agreement between IL CASA and CASA McLean County, Agreement between McLean County CASA and Kathryn Gillespie (as contract Educational Liaison for CASA volunteers and staff) and Monthly Report, Don Everhart (Circuit Clerk) CLOSED SESSION if needed to approve extended leave request for an employee and Monthly Report, Carla Barnes (Public Defender) budget adjustment amending FTE position to contract with Craig Queen as a Special Public Defender, Mr Queen’s contract, and Caseload Report.
