Summaries: Committee Meetings Mar 31 – Apr 1, 2021
Meetings will be held at 115 E Washington Street, Rooms 400 and 404, AND VIA REMOTE ATTENDANCE which can be streamed on YouTube. The south/Front Street doors of the McLean County Government Center will be open 30 minutes prior to the meeting to allow the general public access to Room 400.
Those persons wishing to provide public comment (by phone or in person) must register https://mcleanil.seamlessdocs.com/f/public_comment 24 hours in advance of the meeting (for comments relating to an item on the agenda) and 48 hours in advance (for comments not related to an item on the agenda). When you register, you will receive an email confirmation of your request. OF NOTE: RULES Administrator Rodriguez will present her proposal and other items will be presented by Member Wollrab to create a rule that all invocations will be a moment of silence and my 5 proposals to increase transparency and participation of the public to increase accountability with special attention to establishing initial protocols for County Board redistricting. LAND USE Approval of Intergovernmental Agreement with McLean County, CoB and ToN for Drop-Box Recycling that would include a cost-sharing agreement to continue supporting of the community service that is open 24 hours a day ($65,000 is the county’s cost for 2021 and future contribution would be based on population utilization). PROPERTY Camping at COMLARA to begin April 3, 2021; request approval of bid to replace HVAC at Animal Shelter ($23,358).

4:30 pm RULES SUB-COMMITTEE Administrator Rodriguez will present her proposal and other items will be presented by Member Wollrab to create a rule that all invocations will be a moment of silence and my 5 proposals to increase transparency and participation of the public to increase accountability:
#1 Public Comments in response to agenda item(s) and submitted to the Board (or any standing Committee) within the established timeline will be furnished to members of the board, in hardcopy and/or electronic mail, prior to the meeting
#2 The Board will hold a public hearing on an annual basis prior to final adoption of the Capital Improvement Plan. Public notice shall include the time and place of the hearing and shall state the place where a copy of the proposed Capital Improvement Plan is available for public inspection.
#3 The Board will hold a public hearing on an annual basis prior to final adoption of the annual budget. Public notice shall include the time and place of the hearing and shall state the place where a copy of the proposed Annual Budget is available for public inspection. The notice shall also include the following statement printed in 11-point bold-faced type: “The property tax millage rate proposed to be levied to support the proposed budget will be a subject of this hearing.“.
#4 The Board will hold public hearings on a decennial basis prior to final adoption of the redistricting process. Public notice shall include the time and place of the hearing and shall state the place where a copy of the proposed Redistricting Plan is available for public inspection.
#5 The Board will adhere to best practices in the decennial redistricting planning to ensure accurate representation of McLean County residents. Districts shall be substantially equal in population to each other district and comprised of contiguous territory, as nearly compact as practicable. The redistricting plan shall comply with the United States Constitution, any federal law regarding redistricting, including but not limited to the federal Voting Rights Act, the Illinois Constitution, and the Illinois Counties Code. The redistricting plan shall be drawn, to the extent practicable and subject to federal and state laws, to create crossover districts, coalition districts, or influence districts as defined by the Illinois Voting Rights Act of 2011.

3:30 pm LAND USE Waiver and approval of 3-lot subdivision for the Capodice Subdivision S-20-11; Ordinance in Opposition to Senate Bill 1602 (supporting continue local control of zoning and land use affairs); and approval of Intergovernmental Agreement with CoB and ToN for Drop-Box Recycling that would include a cost-sharing agreement to continue support of the community Recycling Drop Boxes that are open 24 hours a day ($65,000 is the county’s cost for this year and future year contribution would be based on population utilization). Public Hearing on proposal for Solid Waste Transfer station for Henson Disposal on April 20, 2021 at 4:30pm.
4:45 pm PROPERTY Parks & Rec (Mike Steffa) will provide update and general report- Camping at COMLARA to begin April 3, 2021, Twelve Trees planted, New signage; Facilities Manager (Tim Daugherty) will request approval of bid to replace HVAC at Animal Shelter ($23,358) and provide monthly report. County Administrator. Will provide First Quarter Review of Capital Improvement Plan for FY 2021.
