OF NOTE: HEALTH Updates have been made to the Nursing Home newsletter for electronic transmission, and contracts to approve 6 months of local media advertisements (radio, print, online ads); JUSTICE addendum to the Idemia Identity & Security USA system maintenance agreement ($4,616); FINANCE Update to multiple policies: Sexual Harassment Policy to include Verbal, Non-verbal, Visual/Written, Physical or Electronic/Texting harassment actions; Zero Tolerance is updated to include specific language regarding the legalization of cannabis and restrictions of use on County Property or consequences for anyone conducting business on behalf of the county (pp. 27-36); PROPERTY Deer survey at COMLARA Park found approx. herd size of 82 deer per sq mile (ideal heard size is 30-40 per sq mile); COMLARA Park Boat rental fee increase request and addition of rates for Pontoon boat that will be available for rent this year; and Requests for ideas from county board members regarding thoughts on improving County Property to be put forward for consideration in upcoming budget planning.

4:30 pm HEALTH Departmental matters: Cindy Wegner (director of the County Nursing Home) will request approval of agreement with Critical Care Pharmacy; Rehabilitation Services Agreement; Advertising Agreements with Lee Enterprises ($8,650.50 for 6 months: 52- ¼ page ads and 210,000 online ads) and WJBC ($775 per month for 6 months: 45- :30 ads and rotating banner ad on website); budget adjustment to cover advertising costs ($13,550); and present Monthly and General Reports. Michelle Welch and Jason Tabb will present Healthcare Reports from Adult & Juvenile detention centers. Jessica McKnight (Health Department Administrator) will present Monthly and General Report. Camille Rodriguez, the County Administrator, will report on Recent Employment Activities (Health Dept: Public Health Nurse and Vision & Hearing Tech; Nursing Home: Activity Assistant, Domestic Services Asst I, Registered Nurse), Medicaid Specialist position update, and General Report.
8:00 am TRANSPORTATION Departmental Action Items: Requests approvals of January Project letting for Gridley Road repaving ($399,811); Motor Fuel tax resolution for Ropp Road to complete 2 layers of micro-surfacing that will extend the life of the road ($150,000); of Highway Fund resolution for Colfax-Weston Road as part of the Bright Stalk Wind Farm ($2,100,000); of Bridge Construction petition for Joint Culvert replacement #1 on Dawson Road District (County’s share is $6,150); and Supplement #1 engineering agreement with Hutchinson Engineering for Park Culvert on Pipeline Road to cover additional work necessary once the project began, which increased the engineering costs ($21,500). Information: Jerry Stokes (County Engineer) will present summaries of ongoing project of the Rte 66 Bike Trail Update. Adjournment.
4:30 pm JUSTICE Departmental matters: Don Everhart (Circuit Clerk), Carla Barnes (Public Defender), Molly Evans (director of Children’s Advocacy Center), Jon Sandage (Sheriff), Kathy Yoder (Coroner), Don Knapp (State’s Attorney), Mike Donovan (Director of Court Services), will present statistics and General Report. In addition, Sheriff will request approval of Interlocal Agreement between McLean County, and Bloomington for the Byrne Justice Grant Program Award to use $23,716 for technology/training/equipment, and addendum to the Idemia Identity & Security USA system maintenance agreement ($4,616). County Administrator will also give report on Employment Activities to hire 2 Sheriff’s Dept employees (Inmate Assessment Specialist and Deputy Patrol Officer) and General Report.
7:00 pm ZONING BOARD No official agenda is published at this time, but a County Zoning Notice has been filed for hearing case ZV-20-01 to allow for a variance in required distance of a proposed grain bin to be 65 feet from the road instead of the required 80 feet.
4:30 pm FINANCE Kathy Michael (County Clerk), Marshell Thomson (Director of Animal Control), and Becky McNeill (Treasurer) will present for information the Monthly and General Report. In addition, County Treasurer will file the County’s Monthly financial report. Camille Rodriguez (County Administrator) will request approval of Critical Hire requests (Sanitarian at Health Department), proposed Insurance Program (To Be Distributed), Sexual Harassment Policy (pp. 20-25), Zero Tolerance Drug Free Workplace Policy (pp. 27-36), and Ordinance by McLean County establishing Retailers’ Occupation Tax of 3.75% for unincorporated areas of McLean County and 3% within municipal boundaries (pp. 37-). Ms Rodrigez will also present recent employment activities (1 hire of Clerical Assistant in County Clerk’s office) and provide update on Discrimination policy (pp. 42-47).
3:30 pmLAND USE Action: Request approval of 1 item: a waiver and approval of one-lot subdivision for Paula Cunningham on the Daly-Cunningham Farm in Towanda Township. Information: Camille Rodriguez (County Administrator) will update committee regarding positions filled, next proposed meeting date, and General Report.
4:45 pm PROPERTY Action: Mike Steffa (Parks & Rec) will request amendment to Boat Concession Fees section of county code to include increased prices on all boat rentals and moorings; plus the new addition of the Pontoon boat; Camille Rodriguez (County Administrator) will request approval of Johnson Controls contracts for monitoring the Old Court House ($587.60), Government Center Fire Alarm monitoring ($644.80), Government Center Gas Suppression/Inspection ($938); and Fire extinguisher test/inspection for county properties ($1,267); and approval of Kone Elevator Inspection and Maintenance Agreement ($9,180 for 3 Passenger Elevator). Information: Parks and Rec will provide results of Deer Survey showing that the park population is approximately 82 per sq mile (well above the ideal range of 30-40 per sq. mi); and County Administrator will update committee regarding positions filled, Little Free Library at 200 W Front St, next proposed meeting date, and General Report. All committee members are requested to bring ideas and proposals for improving county property to give Administration some direction for developing future budgets.
