4/26/21 at 4:30 pm Special Executive Committee: Continued from April 20, 2021. While the agenda is noted to discuss only the number of districts and number of representatives, public comments made in the initial meeting covered a variety of topics regarding the value of redistricting. All public comments will be entered into the record for consideration when voting on May 3rd.
McLean County government provides services to all McLean County residents. There are 28 different departments that cover services such as:
COMLARA Park; Nursing Home; Court System; Animal Control/Shelter; County Clerk (Marriage licenses, voting); Tax assessment/collection; Health Dept (Pandemic, Immunizations, Communicable Diseases, SNAP benefits, Septic tank/Restaurant Inspection, FUSE and Triage for mental health); Coroner; Towanda Barnes is a County Highway; Sheriff’s Deputies conduct patrols within Bloomington Normal and we provide jail for all McLean County Communities.
Every McLean County resident contributes to the tax base to fund the County, and we all deserve an equal voice in the oversight of those tax dollars.

#1 Board will hold Public Hearings on proposed re-districting maps prior to adoption
#2 Board will adhere to best practices for redistricting based on Federal and State guidelines (including the Voting Rights Act)
#3 Any elected official wishing to submit any report or communication must submit it to the Administrator 5 business days in advance
#4 Any Board Member wishing to speak on a topic not on the agenda may do so during Other Business and Communication
#5 Any Board Member wishing to deliver a report or communication to their oversight committee or the full board must submit it 7 business days in advance
#6 Any Board Member wishing to address an issues on a committee that they are not a member may do so with permission of the committee chairperson
#7 Resolutions or ordinances for approval from elected/appointed officials must be submitted to the Administrator and State’s Attorney representative by 5pm seven days prior to the meeting and shall include a cover memo to include the need for said resolution/ordinance and the impact on county operations (financial and budgetary)
#8 Administrator shall prepare a memo to review impact on county operations and any conflicts with current County rules, ordinances or state statutes on resolutions or ordinances submitted for consideration by board member
